The Republic of Moldova and Ukraine: Institutional Policies, Response Capacities and the Evolution of Information Resilience in the Regional Context

Rezumat: The article highlights the similarities and differences between the Republic of Moldova’s national policies regarding information resilience and the Ukrainian institutional regulations and capacities to face modern security challenges. It examines the evolution of strategic communication, cybersecurity, counter-disinformation mechanisms, and interinstitutional coordination in both countries within the context of the evolving regional security environment. The analysis focuses on the legal and institutional frameworks developed to enhance societal resilience against information manipulation, foreign influence, and hybrid threats. While Ukraine has significantly strengthened its information resilience capacities through wartime reforms and close cooperation with international partners, the Republic of Moldova is still consolidating its institutional architecture and legislative framework. The paper identifies common strategic objectives, including the protection of democratic processes, critical infrastructure, and public trust, while emphasizing differences in implementation, institutional maturity, and operational experience. The comparative approach provides insights into best practices and policy gaps, highlighting the importance of adaptive governance, regional cooperation, and alignment with European standards. The findings contribute to the broader discussion on strengthening information resilience in Eastern Europe and offer recommendations for improving national preparedness against emerging hybrid threats.
